SUBJECT: EOI No: EOI-720617-23 Transfer of Three USAID Owned, Socially Marketed Contraceptive Brands and Trademarks to Private Sector Entities

The U.S. Agency for International Development in Uganda (USAID/Uganda) is requesting expressions of interest (EOI) from private sector entities registered in Uganda that are involved in the procurement, distribution, and/or marketing of reproductive health commodities in Uganda and are interested in marketing three USAID-owned, socially marketed contraceptive brands and trademarks—Pilplan, Injectaplan, or Protector.
- Purpose of this Request for Expressions of Interest
The purpose of this request for EOI is to gauge the interest and capacity of the private sector in Uganda to profitably manage (procure, distribute, and market) one or more of the three contraceptive brands.
- Description of the Three Brands
Pilplan: A combined oral contraceptive pill brand. USAID/Uganda supported the registration of the Pilplan trademark in the 1990’s with the Uganda Registration Services Bureau (URSB). The current trademark registration will expire in January 2029.
Injectaplan: An injectable contraceptive brand. USAID/Uganda supported the registration of the Injectaplan trademark in the 1990s with URSB. The current trademark registration will expire in January 2029.
Protector: A condom brand. USAID/Uganda supported the registration of the Protector trademark in the 1990s with URSB. The current trademark registration will expire in January 2029.
- Eligibility Requirements
Entities expressing interest must:
- Be a local, private sector entity, defined as an entity that:
- Is organized and registered under the laws of Uganda; and
- Has its principal place of business in Uganda.
- Have been in the business of procurement, distribution, and/or marketing of reproductive health commodities in Uganda for at least the last five years.
- Application and Submission Information
All responses must have accurate and complete information. If at any time USAID determines that an EOI has false, misleading, or incomplete statements, USAID may reject the EOI without further consideration.

The EOI should not be more than five pages, excluding the annexes, and must have the following sections:
Contact Information: full name and address of the entity, contact person telephone number and email address, and entity website, if there is one.
Business Profile: year established, mission and vision statements, core business portfolio, legal structure, annual gross turnover, proportion of gross turnover attributed to reproductive health commodities, target market, and regional and district distribution networks.
Brands: Specify which of Pilplan, Injectaplan, and Protector you are interested in taking on.
Annexes: registration certificates, tax clearance certificates, audited financial statements for the last three financial years, and governance structure including board members.
USAID will not review any pages more than the set page limit.
This request for EOI does not constitute a solicitation and USAID/Uganda will not compensate responders. USAID/Uganda will evaluate the responses to this EOI and contact top-rated responders, in its discretion, for additional information. USAID/Uganda is not obligated to transfer its registration of these three trademarks by virtue of issuing this EOI. This EOI does not constitute an obligation of funds or a promise to transfer these trademarks.

Any questions about this request for EOI should be sent to the same email address. Expressions of interest should be received by USAID/Uganda by the closing date and time indicated in the preceding sentence.
USAID/Uganda is under no obligation to review or respond to EOIs that are received after the closing date and time.
