Summary: The U.S. Mission in Uganda is seeking eligible and qualified applicants for the position of Financial Specialist (Management and Finance Specialist).
The work schedule for this position is:
• Full Time, 40 hours per week
Start date: Candidate must be able to begin working within a reasonable period of time (4 weeks) following receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Supervisory Position: No
Duties: The Management and Finance Specialist position reports directly to the President’s Emergency Plan For AIDS Relief (PEPFAR) Program Manager. This position plans, manages and oversees all administrative, logistical, financial, procurement and reconciliation functions for Walter Reed Army Institute of Research (WRAIR) Implementing Partners funds, as well as WRAIR staff management and operations. This position strategically manages and liaises on a senior level all issues pertaining to PEPFAR finances, communications, Country Operational Plan development (COP), and serves as the go between for WRAIR Uganda, Head Quarters (HQ), Government of Uganda (GoU) and Implementing Partner administrative engagement for programs and expenditures.
Qualifications and Evaluations
EDUCATION: A Master’s Degree in Business Administration, Finance or Accounting is required.
Requirements:
EXPERIENCE: Five years of progressively responsible professional experience in accounting, budgeting or financial management for a public or non-governmental organization is required.
JOB KNOWLEDGE: The position requires comprehensive technical knowledge of budget development, execution, analysis, accounting procedures and methods for reporting financial programs. Advanced knowledge of Administrative Procedures, project management principles and methods to represent WRAIR Uganda in interactions with other USG agencies, the Government of Uganda and other partner organizations.
Evaluations: (This may be tested)
LANGUAGE: (Fluent) speaking/reading/writing in English is required.
SKILLS AND ABILITIES: Ability to be able to work at a high level of skill in utilizing various financial management software systems such as FACTS lnfo or the Country Operational Plan (COP) Financial Work Sheet for PEPFAR reporting, DATIM, PROMIS for budget and expenditure tracking; MIP Sage, Quickbooks or Microix for NGO accounting and procurement management and COAST for Dos accounting are required. Keyboard skills with both speed and accuracy is required.
The applicant is required to have advanced skills in project management, excellent interpersonal skills, organizational skills, ability to meet tight deadlines and work independently to make sound judgment and good analytical decisions.
Standard numerical skills are required for this position and this entails manipulation of numbers where speed and detailed calculations are involved. The purpose of having standard in numerical skills is to enable the job holder to accurately collect data, analyze multiple excel sheets, interpret the data analytical outputs and utilize them to guide programming while applying accounting skills.
